Consultation: Delivering on The Global Investor Commission on Mining 2030’s 10-Year Vision and Recommendations

In November 2025, the Global Investor Commission on Mining 2030 released its 10-Year Vision and Recommendations for public consultation. The Vision is for the mining industry to be operating to high performance standards, avoiding and minimising harm, and leaving a lasting value for communities.
The Recommendations support a vision of continuous improvement across the mining sector towards a goal that every mining company should be operating to global best practice high performance standards, which will help reduce risks and unlock opportunities for society, investors and investor portfolio companies. The specific Recommendations include the creation of an independent International Minerals Agency (IMA) to monitor global mineral supply and demand as well as illicit mineral flows, the establishment of a Global Legacy Fund to tackle post-closure issues, and the establishment of a dedicated Global Centre for Peacebuilding and Business.
The Commission is now consulting on these recommendations. It is particularly interested in answering two questions. The first is to assess stakeholders’ views on the priorities for action, from the range of actions identified by the Commission.
The second is to gauge the appetite among stakeholders – companies, investors, governments and civil society organisations among others – for turning the Commission’s Vision and Recommendations into reality. Within this, the Commission is interested in exploring:
The practical implications of implementing the Commission’s recommendations?
The enabling conditions required to realise the Commission’s vision and goals?
How the respondents or their organisations might support any of the recommendations (e.g. through endorsing the recommendations, through participating in their delivery, through funding or providing technical resources to support their delivery).

2. The Global Investor Commission on Mining 2030 is a multi-stakeholder Commission supported by global investors managing or advising $18 trillion of assets. The supporting organisations include the Church of England Pension Fund, PIMCO, L&G, Allianz Investment Management, Ninety One, ING, Orion Resources Partners, The Council of Ethics: Swedish National Pension Funds and Royal London Asset Management. The Commission is also supported by the Principles for Responsible Investment (PRI) and has received technical support from the United Nations Environment Programme.
